Did you ever get an answer to your problem as listed below?
I have a brand new machine with Windows XP and I am experiencing similar (but not identical) problems.
The connection to the internet was lightning fast day 1 but once I added additional users the connection slows dramatically.
The difference for me is that I can access the internet from all accounts but they slow down dramatically.
As I switched between users, I noticed that there's an application (for the original user) still running called "Compaq Connection Agent", also the PC performance is pegged at 100% (both of these are found under Task Manager using Cntl-Alt-Del. I called Compaq and since the machine is only 3 days old, they told me to re-format and re-load the system from the recovery disk.
I plan on doing that but I was wondering if there may be a bug in Windows XP for multiple users.
My intent next time is not to use multiple users unless someone can reassure me otherwise.

I have the same problem. Everything worked fine until one day the IE quite working in my limited accounts. I loaded Netscape and it works fine in all accounts. This must be a security issue but I haven't been able to find any solution or clue as to what I should be checking.
I would appreciate it if you would share any solution that you find and I will do the same.
