Can't get email on one email account (long)

using outlook on office 2003 11.6359.6408 sp1
on xp sp1

On one of my 5 email accounts I cant receive mail

have 5 email accounts, one of them here in the uk is ntl, and on this
account I couldnt receive email
ntl were having email problems and advised so on their status page
I waited 24 hours for them to complete their maintenance, but still no
email. I waited a further 2 days, now 3 days in total and still no
email
ntl advise they have now fixed their problems

I posted my query on a website where tech's from ntl help out
they advised me to:

"What I'd like you to do now is test connectivity to pop.ntlworld.com
from your computer by telneting to the server. To do this, go to Start
Run... and in the new window, type cmd & press enter.

Another new window should open that is black. At the prompt type
telnet pop.ntlworld.com 110 & press enter. Your computer will then
attempt to connect to the NTLworld mail server. If successful you
should see the following message, +OK InterMail POP3 server ready.

I then want you to attempt to login. To do this, type USER followed by
your username (without the @ntlworld.com bit) and then press enter.
You should then be invited to enter your password, to do this type
PASS followed by your password and then press enter. If successful you
should see the message +OK YOUR_USERNAME is welcome here. You have
successfully logged in. Type quit followed by enter to disconnect from
the mail server and then exit to close the black command window.

I did that and all was ok

they now advised me to configure another email account in outlook and
try that
I did, but still no email
error message
"Task 'mail.ntlworld.com - Receiving' reported error (0x8004210A) :
'The operation timed out waiting for a response from the receiving
(POP) server. If you continue to receive this message, contact your
server administrator or Internet service provider (ISP).'"

'test' works successfully

I can access my account via webmail
there are 96 messages there

I've checked there are no updates not applied
run repair etc

What to do next?

there's nothing quite like solving your own post, so apols in advance

someone suggested, within an ntl support group, that I gradually
emptied the webmail by forwarding the individual emails to another of
my email accounts

when I got it down from 130 to 30 emails, suddenly they all downloaded
at once via the proper pop3 account.

Do you reckon that's a fault within my isp's system?


Also I have logging enabled for some time but OPMLOG.LOG is not on my
c drive
