What happens if you try to start in normal mode?
With XP, after cleaning out malware just turning off and then immediately
turning it back on will clear the files, it is not necessary to reboot for
them to be cleared (as it was necessary with WinME) and so you could always
have a system restore point before rebooting.
Right click on the taskbar, select properties, and make sure it is selected
to use small icons. That might make it show up.
Logon as yourself in Safe Mode. If the command is not there then logon as
administrator in Safe Mode.

If using Pro, a Group Policy could have been set (use Help and Support and
search on that term).
Does your cmd program still show as available (it should be under
Programs|Accessories)? You can use it to run programs, too.
