Can't fully remove OL 2000

I've uninstalled Office 2000 and Office XP via Add/Remove Programs.
I then used Microsoft's utility
(http://support.microsoft.com/kb/252566/EN-US/) to remove the Office
CD1. (I'm using Windows 2000)

When attempting to send an e-mail from my Visual Basic program, a
dialog appears: "Microsoft Outlook Setup Wizard. Select the
information service(s) that you want to use with Microsoft Outlook."
In the list, there's Lotus Notus Mail. Lotus Notes is my default
e-mail client (Internet Options -> Programs -> E-mail and registry -
HKLM\Software\Clients\Mail).

I've attempted to remove all remnants of Outlook, but to no avail.
What is causing the MS OL Setup Wizard to appear, and how do I get rid
of it? Is there a registry setting or file that I missed?

Any help on this would be greatly appreciated. I have spent weeks on
this issue.

I've discovered that by deleting mapisvc.inf (in Windows\System32) and
removing the Profiles registry key (HKCU\Software\Microsoft\Windows
NT\CurrentVersion\Windows Messaging Subsystem\), the Choose Profile
dialog will not appear, and Lotus Notes will load.

However, the problem is that whenever Lotus Notes loads, Windows is
"configuring" Lotus Notes and recreating mapisvc.inf (the file I had
just deleted to get this to work). Does anyone know how to stop
Windows from recreating mapisvc.inf?

Isn't Notes a MAPI client? If so, you need MAPI services to use it. Hence
Windows will install it for you.
