cant format hard drive

Formatting is available when you reboot from your WinXP
CD and start the installation process.

You can also use Disk Management.
Right click Computer -- Manage -- Disk Management
This works if you want to format another partition or a second hard drive.
You can also use third party software like Partition Magic to do the dirty
work for you.

Are you trying to format the WIndows drive from within Windows?

You can't format the Windows drive from within Windows, since that would
leave Windows without a leg to stand on.

Just boot from the Windows XP CD (change the BIOS boot order if necessary to
accomplish this) and follow the prompts for a clean installation (delete the
existing partition by pressing "D" when prompted, then create a new one).
