can't find Secuity Tab

I'm trying to get Norton Systemworks to stop giving me a "Access Denied
Drive C:" error at startup, and in the instructions to fix this it asks
me to click on the Security Tab in C drive properties window. When I
get there however, there is no such tab. I am logged in as Admin. I have
already disables Simple File Sharing.
How do I get this to appear? I know of I've done it before a couple years
ago, but it seems to vanish every now and then.
 
If Windows XP Home ... you have to login as an Administrator in Safe Mode
to access Security Tab.
