Can't find SCA and security Template plugin when using MMC tool?

Hi,

I want to use the SCA and security Template plugins on my XP Home edition PC
when running MMC ( Microsoft Management console). I have used then on other
XP machines, so I'm sure I'm looking in the right place. Is there a place
I can download them (I couldn't find anything on the Microsoft website and
not much through a google search).

BTW I'm using ann administrators accoount.
