Can't find Read Receipt Button

I've (belatedly) moved from Outlook Express to Outlook 98 and now I can't
find out how to generate Read Receipts like I could in Outlook Express. What
is obvious that I'm not seeing?

Is there a way to make a "read receipt request" shortcut button appear on my
outlook 2003 toolbar so that I do not have to open the Options button?
