can't find prompt to enable offline files

Received this message in respone to trying to work with files offline....

"Tools, services, properties of Exchange server service, advanced tab. You
can create an OST file in the location of your choice...then set up the
folders you wish to sync as well as the offline address book. If you want to
sync public folders, add them (drag) to your public folders\favorites. "

....but when i open the advanced tab referenced above, i don't get an option for
enabling offline files, ost, etc...at the bottom.

Any other ideas?
 
Is Outlook installed on a Windows 2000/2003 server that has terminal
services installed?
