Can't find file

-"C:\WINNT\system32\PROXYCFG.EXE" "winnhttp5.dll"
This is missing as per NORTON SYSTEM. Can't find my CD. How can I replace
file and how to do?

Question:Is this a necessary file???? What is affected if not found?
