Can't Drag and Drop in XP

I've lost the ability to drag & dro pin XP and am lost.

I can't drag anything to the Recycle Bin, can't drag
files from Explorer into an application, and can't even
move icons around on the desktop (AutoArrange is Off)

Any ideas?

Click START|RUN and type this...

regsvr32 urlmon.dll

<enter> and see if that does anything for you
 
The command worked, the fix did not...

I'm going to create another user to see if just w/my
profile...
 
Try right clicking the Start button and choosing properties, click the start
menu tab, then customize | advanced tab and put a check by enable dragging &
dropping.
