Can't Do System Restore

I am running Windows XP Home Edition
I fiddled with my Internet Explorer per a newspaper article to enable links
in email messages (Outlook Express). Now I can't get Internet Explorer to
work. Outlook Express does work. Other than Outlook Express I can't get
programs, shortcuts, etc. to work other than a short hour glass and then
nothing. I go to START/PROGRAMS/ACCESSORIES/SYSTEM TOOLS/ SYSTEM RESTORE.
Then I click on "system restore" and get a short hour glass and then
nothing.
I can get to Safe Mode, but, need help so as not to destroy everything.

Any ideas? Thanks
