Can't do a search

I'm not sure if I'm in the right place, but when I click
on my search button on my internet explorer toolbar, I get
the message:
Forbidden
You were denied access because:
Access denied by access control list.
What does this mean and how can I do a search again?

CAUSE
This issue can occur if the connection for your ISP is damaged.
RESOLUTION
To resolve this issue, create a new connection to your ISP.

We have a cable connection, not a dial up service. Any
other suggestions?
