Can't disable firewall (after joining domain)

I have a few computers that I've joined to a (Windows SBS 2003) domain. I
noticed that I can't DISable the firewall my only choice is to create
exceptions. I don't know if one is related with the other. Is this normal?
How do I turn off the firewall?

Like most other client-side settings, you'll want to manage it through Group
Policy on the server.
