can't delete folder unless...

hello,

I keep getting this problem that trying to delete a folder XP refuses and
says something like such and such file is being used (even when there are no
other programs running). However if I then delete some or all of the files in
the folder, it allows me to delete the folder.

Is this how it should be working ?

Oh oh! What are you deleting? Even with no programs are running, Windows
and other processes are running. Please stop deleting and talk about
this first. Otherwise you could be in real big trouble.
 
Nope not deleting anything fundamental, just a bunch of data files.

What I don't understand is why XP lets me delete the files individually but
not the folder ?? -unless it's empty.

Well that part is normal I think and if it isn't, I wouldn't be worried
about. But the part saying it can't because the files are in use does
bother me. :(

I'm not sure why but that does happen on occasion. I think it's simply a
failure of the system to release the folder itself from a previous lock it
had on it. Nothing to worry about I don't think, unless it never works
right, in which case something could be corrupted.
