Can't Delete File

I've googled this and found a lot of conversation on this, but nothing
that's helped me.

I have a few files on a Win XP machine that I can't delete, because they are
"in use". Task Manager doesn't show anything that (to me) would be using the
file, and the machine has gone through several reboots. File still "in use".
I've even tried it via the command prompt.

Is there some utility, some workaround, to allow me to delete these files?

May I add one caution to Pegasus and Carey's responses. You can
very likely delete those files using their responses, but I must caution you
that if those files are "in use", it may render some apps from not operating
or starting. Make sure you direct them to the Recycle Bin and keep them
there for a short period till you are sure you can delete them.
