You don't provide much to go on. I'd be looking for further information such
as:

Version of Outlook
Type of e-mail account
Do you use a PST file? What size is it?
Are there any other errors?
Have you checked your Application Event Viewer for any Office or
Outlook-related errors?
Have you already undertaken any troubleshooting steps? (so you're not
directed to do something you've already done)
Do you have antivirus configured to scan your e-mail?

Try scanning your PST for errors using the Inbox Repair Tool. It's called
scanpst.exe. Do a file/folder search for it, then double-click on it to run
it. Follow all the defaults, browse to your PST, and let it run.

OUTLOOK MUST BE CLOSED WHILE YOU DO THIS.

If it finds errors and repairs them, when it's finished scanning run it
again. If it finds no further errors, try to open Outlook again. If it
continues to find errors, keep running the repair tool until all errors are
repaired.

You don't need antivirus to actively scan your mail. It won't compromise
your security to turn this portion off. Your real time scanner will catch
anything it's updated for.
