can't delete a file!

I was downloading a file and lost the connnection.

This made the file corrupt and when I try to delete it it
tells me its being used by another program or user.

I have rebooted and logged on as a different user but it
still won't let me delete the file

The file is currently on the desktop and I need to delete
it, can you force a file to be deleted?
 
You should try to open a DOS window and cd to the proper directory and delete it via the command prompt. Hopefully, this will delete the file.
