cant decently play dvds anymore

I cant play dvds or high Kb/s movies. I used to be able to play dvds without
any problems, but now the immage is too slow. I bought a new dvd player but
it has the same problem (also a new graphic card). Does anyone know how i
could find out what the problem is (or how to fix it)?

Hardware or software DVD decoder?
