Can't Customize Toolbar

Can anyone tell me why the "Customize" button (Under View - Toolbars) is grayed out when viewing Rich Text emails? For Rich Text, I lose the toolbar "Outlook Read Mail" where it use to give me the ability to delete the email. If HTML messages come in, the proper toolbars show up. I've also set the buttons (Under Tools - Customize) to show the full standard and formatting toolbars. I'm running Outlook 2003 with Word as the Email editor plus using Word to view and edit email. I would like to use these features from Word without having to turn it off as an email editor. This version has been installed as a fresh copy and not upgraded from any previous versions of office.
