Can't Customize Outlook 2000 Today

Clicking on the "cutomize outlook today" button does not
do anything. In the past, I have been able to choose
among various appearance options,

I have reun detect and repair multiple times but to no
avail.

Does anyone have any suggestions?

You aren't in any messages right? You are in the main
part of Outlook? I have three areas when I hit customize,
toolbars, commands and options...you say you are coming up
blank? I'm wondering if you are in a message?
