can't create new emails

some one help me. I have a problem with outlook express,
every time i load it up it says it wasn't configured
properly then it load ok. When ever i try to create an
email to send a box pops up saying that there was an
error opening this file. Ive tried to reinstal it but it
says there is a advanced copy of outlook already instaled
and it aborts the instalation. some one help
