can't connect to smtp servers

Today I reinstalled my operating system, Windows XP integrated with SP2,
because of hard disk change, and now I can't send e-mail's. :(
Outlook Express which I was using sygnalize errors 10060 and 0x800CCC0E
(Can't connect to the server, and Connection time out)

When I'm trying to telnet to the servers, I get the message: Can't connect
to the host on port 25
When I'm trying to pings servers on port 25 - everything is ok: I got an
echo.

I was thinking about some problems with Windows Firewall - but after
disabling it, nothing has changed. Also my antyvirus software (NOD 32) has
nothing to do with that - when I turn it off - there is no difference.

The most odd thing is, that if I connect to server in our local area network
everything works just fine - only smtps' outside the LAN don't want to work!
But I don't think that't our netowrk problem - because on the other
computers there is no such a problem. Moreover yesterday, on the old Windows
XP with SP2 (but not integrated) instalation, I could connect to any smtp
server without any problems.

If you have aby idea what to do - please help me!

Restart windows, after you go to start/run, and type CMD, then at that
prompt type:
IPCONFIG /flushDNS
and then :
IPCONFIG /registerDNS

If no help, remove the NIC device, and restart again.

Go to Start/Run, and type DEVMGMT.MSC , highlight the Network card device,
Action menu, "Uninstall", then restart Windows, to find the device drivers
again automatically.
