can't connect to firewall

I have widows XP and it won't allow me to connect to the
firewall. It reads "an error occured while internet
connection sharing was being enabled, The dependency
service or group failed to start" what doe s this mean??
how do I fix it?????

Control Panel>Admin Tools>Services.
Scroll down until you find Internet Connection Firewall
(ICT).Right click, select properties,then click on
dependencies all items listed must also be enabled (set
to automatic) for the firewall to run.

Right-click My Computer > Manage > Services and Applications >
Services. In the right-hand pane, scroll down to right-click on the
Internet Connection Firewall and select Properties. Click the
Dependencies Tab. Make sure that all of the listed system
components/services are shown as started in the Services list.

Normally, you will need to have the Application Layer Gateway
Service, the Network Connections, the Network Location Awareness, and
the Remote Access Connection Manager started.
