Can't connect DSL modem through the NIC card

XP Pro.
Westell 6100 (Bellsouth)

This modem connects and logs on to the Internet OK when hooked up via the USB port.

When connected to the NIC card the Ethernet light on the modem is ON but there is no Internet activity
The modem was checked in another system and successfully connected through to Bellsouth using the stored Account and Password.

Different RJ45 cables were tried.
Different NICs were tried.

All the parameters and settings for the NIC in the system that works are the same as the non-working system.

Help! I've run out of things to try.

This condtion is true but I don't know what to do about it

"If your local IP address is returned as 169.254.y.z with a subnet mask of
255.255.0.0, the IP address was assigned by the Automatic Private IP
Addressing (APIPA) feature of Windows XP Professional. This assignment means
that TCP/IP is configured for automatic configuration, that no DHCP server
was found, and that no alternative configuration is specified. This
configuration has no default gateway for the interface."

Some cable modems must be turned off and then turned back on after
changing the computer that they're connected to or the way that
they're connected.

Try explicitly setting the NIC's speed and duplex mode (e.g. 10 Mb,
full duplex) instead of automatically sensing them.
