Can't change Internet Options

This is what I get when I try to use Tool's,Internet
Options in explorer 6.0.28.

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I am administrator, it is XP Professional, Legal copy,
all updates, and has only happened lately.
Pentium 4, 1 gig ram. MVP's please advise

If you're using SpyBot S&D:

Have you enabled the following option in SpyBot?: [Tip from MVP Mike Burgess]
"Lock IE control panel against opening from within IE"

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
