Can't change IE Options

I have no idea what I've done now. This isn't my day for sure.
I am trying to change my IE Options and I'm getting an error
message:

This operation has been cancelled due to restrictions in effect on this
computer.
Please contact your system administrator.

Mind you, I'm the only user of this computer and I am the system
administrator.

I've looked over Kelly's site but can't find what I need.
Please point me in the right direction??????????
