Can't change home page

I am running IE6 on Windows XP. I have run through
Microsoft Knowledge Base Article 320159, and have done
everything I can to resolve the issue. However the
problem persists.

There is no GENERAL tab when I go to TOOLS, INTERNET
OPTIONS, so I can't change the home page, even when I try
using the Registry Editor.

I'd rather have the GEBERAL tab so I can set it manually.

Any suggestions please
 
Start-Run-Regedit

There could be more than one "GeneralTab" value.
Try these keys first and then search for GeneralTab (no space)

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Control Panel

Remove "GeneralTab" if present.
