Can't access taskbar properties

I just upgraded W2K Pro, SP3 to XP Pro, SP1 and get the
following Restrictions message when I try to access
properties of the taskbar or the Start button:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

Only problem is...I am the system administrator. I've
tried two other Admin accounts and get the same result in
each of them. The PC is a Compaq Presario 5630 w/a 400Mhz
PII and 256 MB RAM.

Possible hint: I had the taskar on autohide during the
upgrade and I wonder if that could possibly be part of the
problem. (Not entirely logical because the XP taskbar is
not hidden)

Have to admit, I'm not a big fan of XP, mainly because of
the activation code nonsense. However, I'm going to be
deploying it on a small network for a client and I'm
kicking the tires in preparation.

I'd greatly appreciate any info/advice/insight.

This behavior can occur if the Windows settings for a particular user
account are corrupted.
