Can't access task manager

Hi. I have XP Pro and am the owner/administrator. I right click on the task bar to use task manager and it's grayed out. If I go in Windows and try to access it I get a message which says my administrator has removed my access. I had to go into safe mode to right click it and get the security page, then I approved access for all users. When I start up normally it does the same thing. What's wrong?
