cant access system utilities

Hi, I have a dell desktop computer (ugh) running windowsxp SP2, I cannot get
into msconfig, or help files, scandisk, defrag, seems the system utilities
are all shut down on me. Nothing new, I did a spybot s&d, it found alot but
mostly cookies and such.

Any suggestions?

A few points:

- Defrag won't help with anything other than slow access to data. It
merely aligns packets of information for faster access.

- Spybot looks for adware and malicious cookies, but seldom finds a virus.

- You seem to need antiviral software.
 
Have you run a full anti-virus scan?

System Restore perhaps?

Yes I did a full scan Mcaffee and I can't get to system restore either. Is
there a manual way to do that?

What disks do you have? Windows XP, restore or ?

I have the Dell system diagnostic CD, I ran that and it checked the system
for errors and found nothing. I put the Dell restore disk in and got the
message saying your version of Windows Xp is newer......and wouldnt let me
install (I assume because I downloaded SP2 when it was available) the
computer is 3 years old. Should I reinstall the older version over SP2?
