cant access secure sites

help! suddenly i cannot access any secure sites. i can
browse page just fine, but when i try to log-in i always
get the "cannot display page error". i reset all security
settings to default, ssl is checked, all the latest
service packs, turned off anti-virus. i cant even run the
windows update scanner!

any suggestions?
