can't access hotmail.com

I've gone to hotmail.com and hotmail.msn.com and I get the same error every
single time: Page under construction w/ details about IIS. This even comes up
in Firefox. The only browser that doesn't display this message is MSN
Explorer 7. I have no clue as to what's going on. I just recently formatted
my hd and I did not install any 3rd party firewalls. Yes i've got sp2
installed. I have found that if I go to msn.com and log in, if I'm not
already, and then click on the hotmail.com link then I'm able to access
hotmail. But this is a pain in the butt if you know what I mean. Any ideas?
I've also deleted my cookies, temp files, brought my security level to the
default and I went to the advanced tab and clicked on restore default. None
of this helped.
