Can't access document and settings I made private.

My computer was messed up badly by some malware that self
installed. I attempted to reinstall/repair the system
files and it screwed things up worse. I did a new install
on a different hard drive and put my original hard drive
in as a secondary. I password protected my documents and
settings on the original drive now I can't access them. Is
there a way to regain access so I can retrieve some
valuable files????? If the original drive is made primary
again, it attempts to restart the reinstall. Is there a
way to delete the install files so I can re-access the
hard drive???? Thanks to anyone who can help me.

If the files were just made private, you can take ownership of them to
regain access:

However, if you used encryption to protect the files and did not export
your old security keys, the files are lost.
