Can't Access Control Panel

Help, I can't access my control panel and get referred to my system
administrator. I am the sole user of this computer and never set up
multiple user accounts yet I can't get in to change even my printer
settings. I have not knowingly changed anything on my computer but have had
problems with it hanging since I installed a new Sony DVD-RW drive and the
Nero software that came with it forcing me to have to turn off the computer
as it wouldn't respond to any mouse or keyboard command. Is there anything
I can do? I've tried re-setting to an earlier time several time to no avail
and as a last resort used Norton Go Back to a week ago. Neither helped as
I'm still locked out. Any suggestions or do I have to re-format and
re-install everything which would take up a whole day for sure?

Check this registry setting...
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
Value Name: NoControlPanel
Value Type: REG_DWORD
Value Data: 0 or 1
0 (or not in the registry) = The policy is disabled or not configured. Users
can run Control Panel and Control Panel programs.
1 = The policy is enabled. Users cannot run Control Panel or Control Panel
programs.

If XP Pro, see this
[[If users try to select a Control Panel item from the Properties item on a
context menu, a message appears explaining that a setting prevents the
action.]]
Prohibit access to the Control Panel

Changing the data value from 1 to 0 in the
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Thanks again
