Can't access "Connect using a dial up modem"

Hi all,
After upgrading from Xp home Edition to Xp Pro I find I
can't "Connect using a dial up modem".
Using the "New connection wizard", I can only get as far
as "set up my connection manually". When I click "next"
the "Connect using a dial-up modem" option is not
available for selection. Its greyed out.(so is Connect
using a broadband cnnection that requires a user name and
password)
Looking in services, when I start "Remote access
connection manager" I get the follow error: Error 5:
Access is denied.
When I start "Remote access auto connection manager" I get
the following error: Error 1068: The dependency service or
group failed to start.
Also in Services, "Telephony" is started.
Any help will be greatly accepted !

I have ran into 2 customers of mine that have had this
same problem. I have looked along with my co-workers to
find a fix for this. The only one we have found is to
wipe and reload, which means re-installing your windows
xp. If there is anything else I find out, i will post.
