Can't access 2nd partition on external USB drive

I recently installed an external usb hard drive with 2 partitions. I can
access the 1st partition (drive H) no problem. Cannot access 2nd partition
(drive I) Get a message stating to contact system admin due to restrictions
in effect. I can however defrag the drive and even format it, just not copy
any files to it or examine the contents. If I login and administrator I can
access the drive and read and write to it with no problem, so I know the
drive is functional. I have explored all the options in disk management to no
avail. Does anyone know how to give users permissions to fully use this
drive? WIN XP Pro with SP1 only at this time.
 
I have had this problem as well. I was never able to resolve it properly.

What I finally had to do was set up a new user with all the same programs
and then was able to get into the drive. I then removed the problem user and
finally renamed the new user with the old name and removed the old user
completely.

It took a while and was very frustrating. Hope you can make it easier for
yourself.

Finally found the setting to fix this problem. Went into group policy editor
(run gpedit.msc) Navigated to Local Computer Policy > User Configuration >
Admistrative Templates > Windows Components > Windows Explorer. Change
setting for Prevent access to drives from My Computer from the default of
not configured to DISABLED. Voila! All now works as advertised!
