I cannot open any program or executable file by double clicking it on my
desktop or by clicking on it from the programs group. When I click, nothing
happens; no error message. At first I thought it was the SirCam virus or
the PrettyPark worm that prevent one from running any exe files by
corrupting the .exefile association in the registry. That doesn't seem to
be the case. How can I solve this problem to be able to lunch applications?
Can someone please help?

There are other viruses that can cause this problem. How did you
determine you didn't have SirCam/PrettyPark? Did you scan with a
full-featured av using updated definitions in Safe Mode?

Just another thought - if you can't scan w/the av in Safe Mode because
you can't run any executables, including the av, you might be able to
rename regedit to regedit.com so you can run the Registry Editor. Then
look at these two keys:

HKEY_CLASSES_ROOT\exefile\shell\open\command\
HKEY_LOCAL_MACHINE\Software\Classes\Exefile\Shell\Open\Command

Highlight them and look at the String Value. The value in both cases
should be:
"%1" %* (with quotation marks)

If there is another entry before that, it will be the name of the virus.
Write it down and then correct the Registry entries. Now that you have
the name of the virus, you can Google for it and identify the fix.
