cannot view contacts

I imported contacts as a comma seperated file for windows into my profile,
if I click on the tab 'Contacts' I can view them but if I use the 'To' tab
with the address book icon beside it, there is nothing in it. How do I get
my contacts to show when I use the 'To' button
 
Post your Outlook version.
Ensure that the Contacts you imported have valid, resolved email addresses
and that the folder into which you imported them has been designated as an
email address book in its properties.

all I did was go file>import>csv (windows) where to import to > Contacts
folder. All addresses were copied from contacts to contacts.

When I open the contacts folder all addresses are there but when I try to
call one up from the TO button at the side of the address section when
sending a mail, there are nio contacts listed in any folder

Please examine the settings I requested you to. The most common reason for
this is an error in importing whereby the email address is not imported into
the correct field and therefore not resolved or recognized as valid.
The second most common reason is importing into a folder that has not been
enabled as an email address book.
