Cannot start internet explorer and other windows components

When I try to open Internet Explorer, My Computer, My
Network Places, Search, Network properties or other windows
components. All the icons disappear from the desktop and
then reappears and the program does not start. Its as if
explorer has crashed and restarted because not all of the
tray icons return.
