cannot start controlpanel

every time i try to start the controlpanel i got a error
and explorer will restart

what could that be ?

Try launching a specific control panel applet such as

control desk.cpl
control sysdm.cpl
control ncpa.cpl
control main.cpl

If the applets appear it could be that a software package
installed a corrupt .cpl file.
