Cannot Shut Windows Down

Earlier I posted a question concerning not being able to
shut down Windows properly after installing SP2. I
noticed I am not the only one. Someone advised me to try
running Filemon from http://www.sysinternals.com/ since
some utilities no longer work with XP SP2 and require
updates. Each time I try to run it, it says filemon is
not a valid Win32 app. After reading the instuctions, I
doubt I understand it enough to use it anyway. Someone
else recommended I check the MS troubleshooting site but
none of those solutions pertains to my problem or are too
complicated for me to understand. I dread anything new
that MS comes out with. It never works for me and always
causes problems that wind up costing me money to have
fixed. Does anyone who has experienced this same problem
have advice that a novice could possibly use? I am
incredibly frustrated, as usual. Thanks!
 
Open your BIOS and disable "ACPI SCI IRQ",
or disable any native Power Management support
offered in the BIOS for your motherboard.
Then under "Integrated Peripherals", set the
USB Controller to "Enabled" and "USB Device
Legacy Support" to "Keyboard + Mouse".
Next, save the new settings to CMOS and reboot.
