cannot send or receive email

in windows mail when I try to send or receive email I get this message:

The connection to the server has failed. Subject 'Re: ', Account: , Server:
'smtp.broadband.rogers.com', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

If I reboot my computer I can then receive and send for awhile. Then I will
get this message again and have to reboot again. It is getting a bit tiring.
 
I get the same message, but what do I change in order not to receive this
message and be able to send mail?
 
Which antivirus program are you running?
Windows Mail is not compatible with most McAfee and
Norton security programs. Those will need to be uninstalled,
not just disabled.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like the free Avast:

Even compatible antivirus programs will need to have their

There are probably some subtle differences between your error message
and someone else's error message. Right-click on your error message,
copy, then paste it into a reply here.

I am not going to unistall Norton 360. I have been using this program for 8
months now and only recently ran into this problem.

I can't help you if you won't uninstall Norton 360.
Antivirus problems are notorious for having an unpredictable incubation period.
What will it cost you to do a test uninstall, perhaps 20 minutes of your time?
You can always reinstall.

Well I figured out the problem myself and it may just help others that are
having the same problem. I noticed that sending and receiving mail was an
intermittent problem. Sometimes I could, sometimes I couldn't. What I also
noticed is that when I could not send or receive, the icon for my Norton 360
was also missing from my task bar on the lower right of my screen. This tells
me that Norton was not active for some reason. When I restarted Norton I was
able to send and receive mail. This tells me that Norton was actually
protecting me from sending or receiving mail that could be harmful by not
allowing my email program to send or receive. Now I just have to figure out
why my Norton 360 is being deactivated without my input.

I would be highly surprised if this really was an issue where "Norton was
actually protecting me from sending or receiving mail that could be harmful."
More likely this is evidence of Norton's incompatibility with Window Mail.

Does your connection to that server cross over from one internet provider's
equipment to another's before it gets to the server? If so, such
connections
to port 25 are often blocked to cause trouble for spammers.

You might want to check your setup. Look at the "POP3/IMAP Email"
section and follow their instructions and click on the "View a demo...."
link. It will show you how to setup your account.
