cannot send mail but can recieve mail

What client are you using?
You have to ask the hotel what Internet Service Provider they are using.
This affects the setting for the smtp-server in your mail program.

I think you have "This server requires an encrypted connection (SSL)"
checked (the "Advanced" tab in the account dialog) checked, but your server
does not support it. That, at least, is what the error message indicates.
Uncheck that box.
