Cannot send emails

Hello! I am currently having problems sending email with Windows Mail.
Receiving any emails doesn't seem to be of any kind of problem, but when I
try to send one, an error message comes up: Subject 'TESTING', Account:
'mail.vr-web.de', Server: 'mail.vr-web.de', Protocol: SMTP, Port: 25,
Secure(SSL): No, Error Number: 0x800CCC19

Could you please help???

I can't read German to tell if any of the following help:

This one needs software to read .pdf files, though.

This one may require you to choose between the POP3 and the IMAP
method of connecting. Don't get them mixed up.

This method for Outlook Express probably works under Windows Mail
also.
