Cannot send email

Can receive email, but not send. Started today and have used Windows Mail for
9 months. For long time, tries to send then terminates.

You need to follow Comcast's instructions. You haven't done that.
 
Change port 25 to port 587. Also make sure that "My server requires
authentication" is checked.
If that does not fix the problem, your antivirus is probably the culprit.
