Cannot Send E-mail With Windows Mail/Vista but CAN recieve

Everytime I try to send an e-mail I receive this message

The connection to the server has failed. Subject 'Re: heyheyhey', Account:
'mail.valdosta.edu', Server: 'mail.valdosta.edu', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

and also every time i open Windows Mail this message appears regarding
emails i have been unsuccessful sending. someone please help!

The SMTP server needs to be the one that you connect to, to be able to send
mail.
 
In order to use SMTP on port 25, the mail server must belong to the
same outfit that provides your Internet connection at that moment.
If that is not feasible, there are three workarounds:

1. Use webmail for sending.
2. Use a port other than '25' for SMTP, if your mail provider has a
provision for that. Typical alternate ports are 587 and 465.
3. Get a free Gmail account, configure it for POP access, and
use it for your sending chores.

Thanks for the work arounds I changed my port and that worked. However,
your answer implies first time setup of the email client. I had actually
been using my email client ,with mail being sent on port 25, for several
months until yesterday when I began receiving the same error as the
originator of this thread. Additionally, my email provider is not the same
as whom I am accessing the web via and I use wireless connections to access
the web.

Why would this suddenly be a problem if I've not changed anything in my
email account setup? Is it something related to possibly a windows update?

"Wireless connections" (plural) is the clue.
Different wireless providers will have different policies.
Also, a given provider will sometimes tighten up their policies
over time in order to keep up with ever stricter anti-spam guidelines.
