Cannot run IE

I have been running IE for months without problems and it just suddenly
stopped running. I have Norton Anti-Virus and I have had some problems with
this recently.

I am using a Samsung pc and I cannot get out of hours or e-mail support.

When I try to run IE I get message "Windows Explorer has encountered a
problem and needs to close. We are sorry for the inconvenience.". I have
checked Microsoft for this message and they say to run Windows2000-SR1. I did
this but I am already on this release level.
Does anyone have any suggestions?

First eliminate any spyware.

In WinXP SP2: You can fix Winsock by going to Start | Run and typing
CMD
In the command window type
netsh winsock reset
