Cannot Remove Folder

When I run a program (such as an install) from a subdirectory, after the install I want to delete the folder. I hold down shift and press delete. The files are removed but the folder is not. Instead I get a message box saying "Cannot remove folder <folder>. It is in use by another program." I cannot remove the folder until after I reboot. This has become quite irritating ... HELP!

That's correct, sometimes the folder cannot be deleted until the system is
rebooted. That's the way it is because a process is pointing towards the
folder and unless the process is known then it cannot be shut down.

Thanks, I had a feeling that was the issue ... still kind of irritating. Windows 98 SE had no such problem.
