cannot remove a file

Need to remove a dsirectory I no longer use but it
contains one file I cannot remove.
The file is C:\Documents and settings\jruss\local
settings\temporary internet files\content.ie5
\ZFEF9Y1E\Excite[1].
I get an error message "Error deleting file or folder"
Cannot delete file: can not read from the source file or
disk.

Reboot your computer, when u boot back up see if it not
